Public consultation eventuated in the closure of the existing landfill and the construction of a transfer station and recycling facility. Reasons for this choice was due to improved compliance with environment and safety standards, the “best value fit” for ratepayers and to reduce the amount of material going into the landfill.

The project included earthworks and construction of the water service, wastewater and stormwater reticulation, construction of the transfer station building, installation of a new kiosk and weighbridge and a new swale drain for stormwater.

Revised operational contracts were negotiated whichincluded rubbish and recycling kerb-side collection for urban areas, as well as the operation and maintenance of the transfer station and recycling facilities. The percentage of waste being recycled as a percentage of total waste is increasing year on year.

Outcome

The new transfer station and recycling facilities were opened on time within budget of $3.7 million, making the council fully compliant with its resource consent conditions.
